Can a Newborn's Eyes Be Closed in a Passport Photo?

The Global Infant Exemption

For adults, having eyes closed is an immediate, non-negotiable rejection. However, the international community (ICAO) provides a strict exemption for infants. Most countries, including the US, UK, and Canada, allow a newborn's eyes to be partially or completely closed in a passport photograph.

What is the Age Limit?

This leniency strictly applies to infants, generally defined as children under the age of 1. Once a child reaches the toddler stage (1 year and older), consulates expect their eyes to be open and looking generally toward the camera.

Supporting the Head

The bigger issue with sleeping newborns is head support. You cannot have your hands visible in the frame supporting their neck. Use rolled-up white towels placed underneath a white bedsheet to create a small nest that keeps their head facing upward without any visible hands.
